Modification of Rules FAQ

Following an in-depth review, CAMS has refined the way in which the rules and regulations for motor sport will be published in 2018 and beyond.

With the overwhelming majority of CAMS regulations now published online, a ‘live’ version of the CAMS Manual, with the most up-to-date rules and regulations, will be available for everyone to access at all times.

So what does this mean in application and what effect will it have? We’ve put together a brief FAQ to give you some further understanding of this change.

Q: How will the changes be applied for the 2018 regulations?
A: From 1 January 2018, each section of the regulations will be published as a ‘clean’ version, incorporating all the changes that have been approved during 2017, whether it is the issuing of a 2017 Bulletin or otherwise approved for publication in 2018.

Q: How do I know what has changed from in the 2017 regulations?
A: This new system will be easier to understand once it is up and running and you have had a chance to explore how it works. You will always be able to see the regulations that are currently in place and understand what is applicable to you.

The old 2017 regulations will remain available on the CAMS website for each relevant section or discipline of the regulations, providing the ability to compare the two side-by-side. This will be the easiest way for you to note the changes from 2017 to 2018.

The 2017 regulations will be published in the ZIP file format which will contain the complete set of regulations for that discipline that can be downloaded by clicking “Open”. The 2017 ZIP files are available to download at the bottom of each discipline regulation page:

Q: What will be applied for modification post 1 January, 2018?
A: From 1 January, 2018 any approved modification to a regulation will be published immediately within the relevant document, as either a change that is to have immediate effect or one that is for the future. The following example will provide some detail as to how a modification will be applied and visible in the online regulations:

Q: As an event organiser can I still issue an event Bulletin?
A: CAMS has modified the CAMS National Competition Rules in regard to the Amendment of Supplementary Regulations. 

CAMS 2018 National Competition Rules: 


(i) An amendment shall only be made to the Supplementary Regulations after the beginning of the period for receiving entries with the agreement of each competitor already entered in that competition and with the written approval of CAMS, or by a decision of the Stewards of the Meeting for reasons of exceptional circumstances, of force majeure or of safety.

(ii) An Organiser may issue a Further Regulation after the publication of Supplementary Regulations. A Further Regulation shall form part of the event regulations and each competitor is bound by it.

(iii) No document, including Supplementary Regulations, Further Regulations or written instructions to competitors and/or drivers shall be issued without the approval of CAMS.

(iv) Where practical an Organiser shall require each competitor to acknowledge receipt of a Further Regulation or written instruction.

This applies so that an Organiser may issue Further Regulations after the publication of Supplementary Regulations, and also applies so that no document, including Supplementary Regulations, Further Regulations or written instructions to competitors and/or drivers shall be issued without the approval of CAMS. In the event that any of the above are issued at or during an event, CAMS’ authority will rest with the Stewards where applicable. A Bulletin as such, will then simply be a form of Further Regulations or written instructions. Some CAMS’ discipline regulations, such as Race or Rally/Road, have their own determination for the process of issuing a Bulletin, in which case these regulations remain applicable.

Q. Are you still printing the CAMS Manual?
A. Yes, the CAMS Manual will be available in early 2018 as per previous years.
